  Baltic Cup 2011 alpine ski competition rules

 
1.  Organizing committee
 
The organizing committee of the Baltic Cup 2011 consists of the officials of the Lithuanian Ski federation in collaboration with the officials of the Latvian Ski Association, hereinafter referred to as the SF Lithuania and LSA.

2. Jury

 
2.1 The organizing committee appoints the Jury. 2.2 The Jury consists of the following race officials:
  • Chief of race
  • Referee
  • Assistant referee
  • Start referee
  • Finish referee
*Chairman of the jury is the chief of race.
 
3. Race program

3.1 The race calendar is drawn up by the organizing committee.
3.2 Information of the race program is available on the official website of the organizing committee www.infoski.lv no later than 15 days before the race.
3.3 If on the race day the weather or snow conditions on the racetrack or the racetrack cover do not allow to properly organize the race, the Jury has the right to cancel the race on the date specified in the Rules and has the right to change the race program.
3.4 The Jury with the organizing committee has the right to set any date and time when the cancelled race will take place, timely informing the racers of it.
 
4. Protests
 
4.1 The protest types, place of submittal and deadlines of submittal are set according the “International competition rules” hereinafter ICR art 640, 641, 642 and 643. This will also be reminded at the team captains meetings.
4.2 Protests are to be submitted in writing.
4.3 Only national ski associations, trainers or team captains are authorized to submit protest.
4.4 The protests are decided by the Jury.
4.5 The protests lodged are decided by a simple majority of votes.
4.6 The decision is final and not questionable.
4.7 The protestant with the lodged protest pays 100 EUR (per protest) which is received by the chief of race.
4.8 Where the protests are grounded and satisfied, 100 EUR must be returned to the applicant.
4.9 If the protest is not based - 100 EUR is transferred to the organizer’s current account.
 
5.  Competitors
 
5.1 The Baltic Cup 2011 competitors are divided into the following age groups:

Juniors J Born in 1991- 1995
Seniors S Born in 1976 and older
Group A Born in 1996/1997
Group B Born in 1998/1999
Group C Born in 2000/2001
Group D Born in 2002 and younger

5.2 The race is only open to those who have signed the athlete’s declaration and paid the membership fee.
5.3 The athlete’s declaration of the juvenile participants’ (up to 18 years of age) can be signed by the parents, guardians, the coach, club representative and/or an official representative of the National Federation who by their signature certify responsibility for the specific athlete. 
5.4 The Jury has the right to limit the number of the participants if it creates conditions that threaten the health of athletes.
5.5 At the present conditions contained in the regulations and taking into account the Baltic Cup race results, the pass in the Latvian adult championships takes simultaneously place.
 
6. Execution of the race
 
6.1 The races are run in accordance with these rules and the ICR.
6.2 Two runs are organized in the GS and SL disciplines and one run -in the SG discipline.
6.3 In competitions with two runs, the starting order for the second run is determined by the result list of the first run except for the first 15 places that are starting in reversed order.
6.4 The Jury has the right to decide no later than one hour before the start of the first run; whether the reversed order in the second run shall be reduced to a smaller number than 15.
 
7. Group draw and Start order
 
7.1 The FIS points list worked out by FIS will be used for the classification of competitors. If a competitor does not appear in the last valid FIS points list, he will be assigned to that group of competitors without FIS points.
7.2 The starting order of the competitors in Baltic Cup alpine competitions will be determined by their FIS points (Slalom, Giant Slalom, and Super-G). A first group of a maximum of the 15 best competitors present regardless of nationality will be drawn. The group may be increased if two or more competitors share the 15th rank. All remaining competitors start in order of their FIS points. All competitors without FIS points will be drawn in the last group. If in the first 15 competitors present, the points difference between one and the following competitor is too great; the Jury will decide the number of competitors in the first group. The rest will start in the order of their FIS points.
7.3 Competitors with no FIS points will be drawn in the following order: At the first team captains meeting a draw of nations will be made. (Nation 1, Nation 2, Nation 3 etc.) Competitors without FIS points will be starting in the order according their national list of competitors which the responsible official of the nation is obligated to give to the race office at least one hour before the first team captains meeting. For the competitors with no FIS points the starting order for the first run will be set as racer Nation 1, racer Nation 2, racer Nation 3 etc.
 
8. Awarding
 
8.1 The first three owners of the best results are awarded with Baltic Cup trophies.
8.2 The best result owners of the 4th, 5th and 6th places are awarded with diplomas in all age groups.
 
9.  Logging for the race
 
9.1 The application for participation in the race can be submitted by an individual person, club or the team captain who represents the specific athlete.
9.2 The application must be submitted electronically by means of registration in the Latvian Ski Association website www.infoski.lv or by an electronic mail to info@infoski.lv
9.3 The registration must take place no later than 5 days before the race.
9.4 The application will not be accepted if the person does not comply with the criteria of in Paragraph 5 of the given Regulations.
9.5 The final list of the competitors is approved and submitted by an official representative of each nation's federation till 18:00 on the day of the first team captains meeting.
9.6 The list of competitors should be in order of priority by groups- A,B,C,D,E (including Groups S and J in Group E) indicating the competitors name, surname, birth year, gender and the represented club. Those with FIS pints, also FIS points in all disciplines.
9.7 If the competitors is logged on and registered, but he/she has not participated in the specific race, the team captain of the club he/she represents returns all that was given to the participant in the specific competition (the starting number, the ski lift card/-s, ticket/-s, etc.). Otherwise, the organizing committee has the right to bill the club for the incurred damages in a double amount.
 
10.  Advertizing
 
10.1 An exclusive ad placement right during the race and beyond belongs to the organizing committee.
10.2 All the possible ad placement during this period must be coordinated with the organizing committee on a compulsory basis.
 
11.  Membership fee
 
11.1 The membership fee is 15 EUR for one participant in each discipline.
11.2 The membership fee must be paid till 18:00 the day before the official start of the formal training.
 
12. Insurance
 
12.1 All racers competing in the Baltic Cup events must carry accident insurance, in sufficient amounts to cover accident, transport and rescue costs including race risks.
12.2 The National Associations are responsible for adequate insurance coverage of all their racers sent and inscribed by them.
12.3 The National Ski Association or their competitors must be able to show proof of the respective insurance coverage at any time on request of the organizing committee, one of its representatives or the organizing committee.
 

13. Statute for the force and its amendments

 
13.1 The Rules are in force for a period of up to the coming changes.
13.2 The organizing committee is entitled to amend the Regulations.
13.3 The Baltic Cup official communication languages are English and Russian.
13.4 Baltic Cup 2011 is not a FIS race, and FIS points will not be calculated.
